It is not possible to to create 4:1 Mux by just using 2 2:1 Mux. you need atleast 3 2:1 Mux or use 2 2:1 along with some other logic gates.

that is not a 4:1 mux, the input 'a' never gets routed out to the output, and what about the select lines to multiplex desired inputs?

let the 4 inputs be a, b, c, d
take a as the control signal
X, Y are 2 mux
a - control signal for X
a' - control signal for Y
b,c - input to X
e - output of x
e,d - input to Y
f - output of Y
finally a 4:1 mux is created with 2 2:1 mux
