Shorted Input and Output of a dummy Inverter

Hi everyone! Please help me... What is the effect of shorting the output of a dummy inverter to its input in the layout? Thanks Manuel

i think the op is maintained at Vdd/2 and this type of ckt is used for constructing sense amplifiers where the difference of voltage(based upon the cell voltage)is applied later on to drive the op to 0 or vdd which is the value stored.
